Social media was ablaze when news broke on January 18 that the Department of National Defense (DND) ended the 1989 University of the Philippines UP-DND. Even though the news broke on January 18, the letter was sent to UP President Danilo Concepcion on January 15. The reason cited was based on unproven claims of the Communist Party of the Philippines and the New People’s Army (CPP-NPA) presence and recruitment activities on campus.

The backlash against the action was swift with #DefendUP trending on Twitter. UP released an official statement saying that “…we must reject any form or semblance of militarization on our campuses, which will have a chilling effect deleterious to academic freedom. This abrogation endangers the goodwill necessary for both of us to achieve our mission as responsible
members of the same national family.”

What is the UP-DND Accord?

To understand why the rescinding of the UP-DND accord is a big deal, it is important to understand its history and what it is.  The UP-DND accord was an agreement signed on June 30, 1989, by then-UP president Jose Abueva and then-defense chief Fidel V. Ramos. The agreement was signed with five witnesses present: UP Diliman chancellor Ernesto G. Tabujara, UP student regent Gonzalo T. Bongolan, UP faculty regent Francisco Nemenzo, Philippine Constabulary commanding general Ramon E. Montano, and Armed Forces of the Philippines chief of staff Renato C. De Villa.

The main point of the accord was that it banned the Armed Forces of the Philippines (AFP), the Philippine National Police (PNP), and now-defunct Citizen Armed Force Geographical Unit from entering UP campuses and conducting military or police operation except in “cases of hot pursuit and similar occasions of emergency.” 

The agreement was a successor to the Soto-Enrile accord, which was signed between student leader Sonia Soto and then-defense minister Juan Ponce Enrile to protect students who express dissent and protest from police and military presence in schools during the Martial Law era. 

A significant event that pushed the signing of the agreement was the case of Donato Continente. He was a staffer at Philippine Collegian, the official publication of the UP campus. In April 1989, Continente was accused of killing US army Colonel James Nicholas Rowe in Quezon City. He was arrested on June 19, 1989, at Vinzons Hall in UP Diliman by police and
military.

He was given a life sentence, but the Supreme Court reduced his sentence to 14 years after they ruled that he was only an accomplice. Continente maintained that he was innocent when he was released from prison in 2005 and said he was tortured to admit to doing a crime he did not commit. Two weeks after Continente was arrested inside the campus, the UP-DND accord
was signed to prevent another incident like that from happening again. 

Among other things, the accord also stipulates that:

  • Prior notification shall be given to the UP administration by the military or police before they could conduct any operations inside the UP campuses.
  • Only uniformed police and military personnel are allowed to enter the campus if the UP administration asks for security assistance.
  • Police and military “shall not interfere with peaceful protest actions” by the UP community on the campus.
  • Search warrants to any UP student, faculty, employee, or invited participant in any UP activity on campus can only be done after the UP President, or Chancellor of the campus, or the Dean of the regional unit is notified.
  • If a student, faculty member, or employee of UP is arrested or detained anywhere in the Philippines, it will be reported to the UP administration immediately.
  • No member of the UP community can be questioned on campus without prior notice to the university administration.
  • Finally, the accord states that nothing in the agreement “shall be construed as a prohibition against the enforcement of the laws of the land.”

It is important to note that the accord did not have an exit clause, meaning both UP and the DND should agree to end the agreement, which did not happen. 


What Happens Next?

Given recent events, the DND’s actions are not that surprising. In the past year, the government has been working to crackdown against dissent whether it be to pass the Anti-Terror Law, subpoena regular people who express criticism of the government, or red-tagging people who
criticize the government with zero proof. 

In the past, President Duterte has said that UP is a recruitment hub for the CPP-NPA. He even recently threatened to defund the UP campus for calling for a nationwide academic strike against the government’s underwhelming response to recent typhoons and the pandemic even though it was students from the Ateneo de Manila University who initiated the strike. 

The UP campuses have been known to be places for student activism and protest towards injustices in the Philippines. The accord is a big reason why most major protests that happened in 2020 were held in UP because the police and military are not allowed to enter the campus, interrupt the protest, and arrest people. Only time will tell what will happen next, but the rescinding of the agreement will mean big ramifications from student activism, academic freedom, and free speech.

Confronted by a tense exchange on a broadcasted show, Pinky Webb did what she had to do—keep her calm and well, throw in a hair flip for good measure.

Remember when Alex (Lucy Liu) commanded Natalie (Cameron Diaz) to “flip your goddamn hair” through gritted teeth over the phone in the seminal classic remake of Charlie’s Angels? Yes, that scene. In one swift motion, she flicks her hair and time slows down, drawing to attention a blinding smile and an electric tension with Pete. Right then and there, the connection was signed, sealed, and yes, delivered.

You have to admit, there’s something inherently satisfying about a hair flip. No matter the length of your hair or whether you’re in a situation that calls for it, nothing quite comes close to that swell of confidence as you flick and whip your hair. In fact, we’re pretty sure some would play this out in front of an imaginary camera—as if in slow motion—to really wring out the sass of the scene.

In the modern-day guide to language, the hair flip has graduated from being just that 90s version of a 60s hairstyle (think Jackie O meets Drew Barrymore) hairstyle where the ends are flicked outwards to a nonchalant tossing of the tresses from one side to another. Whether it is to compliment, to dismiss, or to clap back, there exists a pervasive defiance to it that naturally emboldens, so much so that when all else fails, you leave it to the trusty hair flip to the damn job of what is typically left unsaid.

Recently, the population of the Internet lost its marbles when broadcast journalist and CNN Philippines anchor, Pinky Webb did a subtle, but ultimately majestic hair flip in the middle a tense exchange with Presidential Spokesperson, Harry Roque Jr. In the transmission of The Source, Pinky Webb brought up a reaction that UP Journalism Professor Danilo Arao wrote on Twitter saying: “CHALLENGE: UP faculty and alumni who are Duterte’s top-level officials should denounce Lorenzana’s letter terminating the 1989 accord. This disregards everything that UP stands for. Should they remain silent, a six-word question: Where is your honor and excellence?”

After expressing that he has offered to facilitate and perhaps mediate discussions between the University of the Philippines and the Department of National Defense, Pinky Webb probed further. “Let me ask you, sir. Are you denouncing this letter by Secretary Lorenzana as a UP student and as a former UP professor? The word is denounce, sir. Dine-denounce niyo ho ba ‘to?”

Without directly answering the question, Roque would go on to explain his position on the matter, before going back and expounding his thoughts on the Danny Arao fragment. “I have to highlight the fact that I think the question on Arao was unfair. In the first place, why am I duty-bound to follow anything that Professor Arao says?” he asked. What would follow was a heated back-and-forth, with a visibly miffed Harry Roque Jr. alleging a hot pursuit by Pinky Webb in the conversation, who as it appears, was only trying to get a word in and simply ask for his reaction based on the tweet. “It’s implying that I should follow what Danny Arao says. And where is the basis? Tell your viewers now. Where is the basis that I should follow what Danny Arao says? It’s not just you asking for a reaction, you were pursuing, ‘Will you denounce?’” he said. “You have to be fair.”

At this point, Pinky Webb replied in a surprising state of calm, “I am trying to be fair, Secretary Roque,” followed by the now Internet-famous hair flip that has since set social media ablaze with Twitter comebacks, memes, and conversations about the um, striking situation. A broadcasted confrontation aside, it was all in a day’s work for the news anchor who not only handled the unraveling with grace, but also managed to take control of the interview and steer it back to the path of pressing issues and matters to thresh out. Really, your faves could never.

Acknowledging the public approval of her act of defiance, Pinky Webb who tweeted: “Hair flip is life. Pero baka ponytail muna bukas.” Naturally, this was made immortal online in a gif that she has attached to her Twitter sentiment. Honestly, a ponytail hair flip would be just as fierce. You know, in case something similar goes down in the future. Give us that swish and flick, please.

The curtain hairstyle was popularized in the 90s by Hollywood’s famous heartthrobs and pop boybanders. It was the go-to style not only because it instantly made your sex appeal skyrocket, but it’s low maintenance and has a nice texture that can be styled from bad boy to ideal boyfriend—whichever floats your boat. From among many sources of light that warmed up a stage of historic change, Amanda Gorman shone the brightest with a message of reality, hope, and unity.

In fact, despite the obvious overcast of the winter, the sun broke through the clouds and shone its bright light on the Capitol where change was finally happening. Perhaps an auspicious stroke orchestrated by destiny, it certainly added a wash of warmth to color the scene in history books, heralding the dawn of a new era for the United States of America led by President Joe Biden.

“The sun is shining,” Minnesota Senator Klobuchar said as she took the stage to introduce Chief Justice John Roberts to swear in the incoming chief of state, acknowledging the flick of humor articulated by Missouri Senator Roy Blunt, Chair of the Joint Congressional Committee on Inaugural Ceremonies, earlier.  (“I should have known when Senator Klobuchar got involved, at least there’d be a touch of snow up here this morning. Of all the things we’ve considered, I don’t think snow was on my agenda ‘til I walked out the door a moment ago.) There were many more things to celebrate, of course, especially the barrier-breaking and radical redefinition of power in Madam Kamala Harris, the first African-American, Asian-American, and female Vice President of the United States of America, which is in itself a remarkable shift in possibilities for women and people of color who continue to dream the big dreams. One of those daring to move from beyond the margins set before them and furiously writing out stories that need to be told is Amanda Gorman, the inaugural poet chosen to essay this overarching moment in history in her searing purpose and poetic license.

Cocooned in a bright canary yellow coat by Prada, adorned by age-appropriate accoutrements such as red headband fashioned as a crown on her head, as well as of the Oprah-gifted gold hoop earrings by Nikos Koulis and an Of Rare Origin ring inspired by I Know Why The Caged Bird Sings luminary, Maya Angelou, the 22-year-old National Youth Poet Laureate and activist was a vision on a career-defining stage. Much like the streaks of light that opened up the scene prior, Amanda Gorman would stand to inevitably steal the show with her piece entitled, The Hill We Climb.

This moment was not at all lost on Amanda Gorman, who follows the great tradition of inaugural poets such as Robert Frost for John F. Kennedy, Maya Angelou for Bill Clinton, and Elizabeth Alexander and Richard Blanco for Barack Obama. In an interview with CBS This Morning, she said, “Poetry is a weapon. It is an instrument of social change…and poetry is one of the most political arts out there because it demands that you rupture and destabilize the language in which you’re working with,” the poet furthers. “Inherently, you are pushing against the status quo. And so for me, it’s always existed in that tradition of truth-telling.”

Recognizing the responsibility that this moment has on America and even the rest of the world, Amanda Gorman did not take this honor lightly. “The climate of not only the pandemic but also racial tension in the United States and political tension have added a new layer of responsibility in my own work. It’s not enough for me, even in my own life, to just write poetry about red wheelbarrows or a tree, though I can and sometimes I do,” she told Vogue. “I have to interweave my poetry with purpose. For me, that purpose is to help people, and to shed a light on issues that have far too long been in the darkness.”

Stepping into the light, the young poet hunkered down and put in the work, researching on the enduring expositions of Abraham Lincoln and Dr. Martin Luther King for inspiration. But it was the fateful day of January 6, when the riots broke out in what would become a blatant act of domestic terrorism at the hallowed halls of the Capitol. Propelled by the insurrection, Amanda Gorman penned the soul-stirring poem, which she would recite to soaring aplomb on inauguration day.

Striking a chord with a curious point in history where everyone is really, truly at wits end, the piece continues to sew hope into the hems of this multi-colored tapestry that is intended to pull in a broken nation into an embrace of unity.

In this truth, in this faith, we trust,
for while we have our eyes on the future, history has its eyes on us.”

Rousing the audience, which by this time was fully taken by the charming and compelling command of her words, Amanda Gorman drives the message of persistence. “We will not march back to what was, but move to what shall be,” she voiced out in what stands to be the consistent call by the heads of state. “We will rebuild, reconcile, and recover.” A lot of history was drafted, written, and made permanent, as it of course stands to continue with the new guards of the American constitution, but out of all the lights that broke through the cracks, it was that of Amanda Gorman that shone the brightest. Firing up the country, and of the entire world at that, she was not only the right woman for the job, but one who deserved it. No one could have perfectly encapsulated a cumulative feeling, and yet she did so beautifully, so powerfully. For whatever it’s worth, with this generation moving and scaling hills and mountains that many dare not to climb, the future looks better already. Yes, the kids are more than alright.

Just like many of us, Dua Lipa has had quite the year in 2020. All set to release her sophomore album, which was already whispered to be one to watch out for, she was in for quite the rude awakening very early on when apart from the world crumbling and caving to the vicious lashing of the pandemic, Future Nostalgia leaked to the public online. With things seemingly screeching to a temporary halt for the singer and songwriter, she took to a tear-stricken Instagram Live to explain her decision to push through with her musical efforts, which naturally opened itself to a criticism of being well, tone-deaf amid the punishing pummel of a global crisis.

But just as any story on the rise of superstars would tell us, it never is an overnight thing, especially for Dua Lipa, who has been hard at work since being signed in 2015. In fact, did you know that she has been a regular visitor to the Philippines? Yes, prior to making it big with such hits as Blow Your Mind, IDGAF, and New Rules, as well as of striking collaborations with Calvin Harris (One Kiss) and Martin Garrix (Scared To Be Lonely), the pop sensation has returned to the country multiple times in a pre-pandemic world, of course.

“I didn’t realize we were introduced to Dua Lipa when she came here,” a friend captions in her Instagram Story throwback post, complete with a flashed photo in a club that has since closed down. “We were just like, okay, hello—and that was kind of it.” Relatively unknown then, the singer worked the press circuit, introducing herself and her music, building a fan base that would prove to be close to her heart. Flying right under the radar of the musically obsessed, Dua Lipa did everything from an exclusive intimate listening party of her album, several interviews, and even a trip on the Wish 107.5 Bus. In what was her first visit then, she even makes mention of her name connection to the municipality of Lipa in Batangas City, a jab of humor that is innate to the Filipinos. “My friends, after knowing my name, had told me that they knew of a place named Lipa. Well, we’ll look into it, and possibly, we will meet our relatives in the Philippines,” she said, obviously indulging the coincidence.

Since then, Dua Lipa has come back to perform for bigger crowds and bigger stages in the Philippines such as being one of the headlining acts of In The Mix Festival in 2017. Already blowing our minds with her musical genesis, Dua Lipa finally had her own moment to shine a year after, staging her own concert at the MOA Arena to a sold-out crowd. With the focus on her, we were at that point truly transfixed and lost in her light. “Thank you so much for making my dreams come true,” she said of the opportunity to play in a space like that, further describing the show as incredible, which isn’t the least bit surprising knowing how welcoming and wild the Filipino crowd can get, who at that point has already pledged an irrevocable loyalty to Dua Lipa.

“I’m so lucky I got to experience a place like Manila,” says Dua Lipa in an interview with the Philippine Daily Inquirer prior to her In The Mix performance. Turning even more gracious, she continued, “I can’t thank you enough for listening to my music.” But really, even with many years down the road, it is us who should be thankful, because without her we wouldn’t have had the smoky and sparkling soundtrack that has helped get us through many bleak points of this point of our lives.

Packed to the brim with oomph and high-octane production, as well as of outstanding word work, and vocals, Future Nostalgia manages to hold its ground as a ballsy undertaking that stands to be the sound of our current realities, despite it being at an unfortunate and unsettling circumstance, as well as an exhale of much needed escape from the walls closing in on us. Sure, we may not be able to go out and dance to this venture of pop perfection by Dua Lipa in a club under the flashes and glints of a disco ball, but it doesn’t take away from its adrenaline-inducing effects, as we dance our anxieties, fears, and worries away in our isolated lockdown party for one—at least for the meantime.
